Headcanon: Fe-male Ferengi carry young in pouches (like marsupials). Prinadora kicked Nog out of her pouch early so she could leave he and Rom. Nog was very upset and very fussy. Rom carried him around in a sling to try to imitate his moogie's pouch. Being removed from the pouch early might also have impacted Nog's development, which is why he is smaller than most Ferengi. Nog still has the sling Rom carried him in. For most of his childhood he continued to sleep with it like a security blanket.
