I don’t think Zatara would have a problem apologizing if she was in the wrong.  The thing is she is infrequently in the wrong, so she doesn’t have a lot of experience with it.  Also, I suspect people tend to regard her as being insincere even when she genuinely feels something.  I also think she understands the importance of apologizing as a social gesture, even in those instances where she DOESN’T genuinely feel remorseful.
