While Starfleet does have Universal Translators, it still requires that people be fluent in at least one other language, or the desire to become fluent in another language.  Ships are staffed by taking language proficiencies into account, kind of like “you know, I’d really like to bring you on board, but you just don’t have Klingon, and we really need Klingon for this next ten month assignment.  Hopefully next assignment we’ll be closer to Betazed.”
