It has my favorite cast. It has Janeway, and Seven, and the Doctor, and BRAD DOURIFFFFF. But like, plot-wise… the other series had more powerful arcs, or or made you think more, or were at least groundbreaking by virtue of being TOS. Voyager was just like…. “Oh no, it’s the Kazons again!” LOL
I have to say that I think Voyager was one of the best when it came to addressing issues of morality, though I agree they did not have the big sweeping character arcs that DS9 had.
I also think the cast for Voyager was on more even footing when it came to acting ability. Deep space nine was very hit-and-miss with a lot of the best performances coming from recurring side characters.
I think part of the issue is that Voyager had A lull in the middle of the series, whereas DS9 and TNG were slow to start, but then picked up pace.
