While Chekov has allegedly been a security officer at several points in his career and O’Brien was effectively a career soldier before he came to the Enterprise, I’m going with Hoshi on this one.  She was expelled from the Academy for breaking her company commander’s arm in a fight over a poker game, so I’m willing to bet she could do real damage if provoked.
