I feel like the first outfit in which we see Garak is much different than his subsequent style. What if that’s the equivalent of nightclub wear because he’s hoping to pick up Julian?
In support of this theory, I noticed that in the original appearance of the watermelon outfit, Garak’s neck ridges are completed uncovered. In the second appearance of the outfit, there’s an additional brown bit around the neckline that covers them up.
I kind of feel like he started out with the equivalent of a plunging neckline and then went, “Shit, maybe I came across desperate. Time to tone it down a little…”

What time of the day do we think it was that Garak approached Julian in said club wear?
The framing of his vest is exquisite. First it frames the breasts and then it leads the eye (Julian’s eyelevel is right at the breasts) down to the danger zone. Garak absolutely knew what this outfit would do to Julian. He basked in it. Giving a little titillation. And then wrapping himself back up both clothing wise and enigma wise.
