I feel like the Kira-Damar-Garak rebellion arc has a lot of untapped fanfic potential, especially for shenanigans. 

1. They’re outlaws
2. They’re living in Garak’s mom’s basement (Tain’s old house) in what was presumably his childhood home.
3. They’re on Cardassia prime, pre-fire, in the capital city.
4. They’re there for an extended period of time, several weeks at least.

Maybe they need money at some point and so Garak and Damar pull a Zuko by working at nearby gelat shop, but no one recognizes them because if it were them, why would they be out in the open working at a gelat shop? Maybe they pickpocket or pull heists. What’s the criminal underground like?

What’s the culture and history of the city, and how could that factor in?  After a certain age, cities are cities built on cities. There’s always weird obscure tunnels from where ground level was raised or disused subway systems or sewers or catacombs. What goes on in those? Perhaps a literal underground avant garde art and film scene? Cults? Maybe Kira accidentally starts a religious movement.

There’s probably a million more angles that I’m not thinking of (and feel free to add thoughts on those) but I just feel like there’s so much raw, unrealized potential hidden away in that nugget of time.
