The best DS9 and Voyager crossover would absolutely include Miles, Julian, Tom and Harry doing a historical holodeck program together.

More bonus points if The Doctor and Vic Fontain have an existential conversation in which the Doctor gets annoyed at Vic’s laid back attitude regarding his sentience, but also they end up singing together.
All the bonus points if Kira and B’Elanna somehow start a bar brawl that Quarks, leading to Jadzia and Seven try to rescue them. And you get this one shot of very tall Dax and 7 standing behind their fiery tiny counterparts who actually had the situation under control dang it!

Tuvok and Odo do security detail and find quark trying to con Neelix into smuggling stolen goods for him.
Odo is annoyed because Quark is once again being Quark but Tuvok is annoyed because once again he has to ‘save’ Neelix.
Then Neelix asks if he can join them on their security rounds and Odo soon regrets agreeing.
Look, idk what Chakotay and Worf are getting up to in this story but there are only two options:
1. An epic mission together where they battle enemies, restore someone’s honor and have a respectful conversation regarding Chakotay’s Native American ancestry that’s been well researched for this episode and given approval by multiple native peoples and tribes.
Or 2. N O T H I N G, absolutely nothing! They just have a chill time and hang out together as bros.
