I truly do think that the first two minutes of Past Prologue is the sluttiest of all of Star Trek and I'm aware of the statement that is. Like I KNOW that that Spock and Kirk had sex on screen but they were already DATING and also it was only happening bc of the "fuck or die" circumstances. Garak and Bashir didn't KNOW eachother and that's why it's the sluttiest. Garak is NOT under the influence of pon farr he just goes over and puts his hands on Bashir's shoulders,,,,, so firmly,,,,, Bashir is a stranger to him at this point. This was not even flirting! Flirting is like you're so handsome do you want to grab a drink soon! Garak comes over in his damn watermelon suit like hi my names Garak, you're a smart young man, should you want a quickie my place is the tailor shop and then he LEAVES. that's the scene they filmed
