Given that there’s a fair amount of empirical evidence that distributing money entirely at random is a more effective way to boost the economy than any form of targeted stimulus yet devised, you could probably make an argument for universal basic income including a lottery component. Everybody gets a baseline standard of living, of course, but on top of that, every week some randomly selected schmuck just gets a million dollars for absolutely no reason. Enormous opportunities for corruption, of course, but if it could be kept honest, just imagine the chaos.
