Hmm… Zatara’s reaction to Ilora would probably depend on when in the timeline we’re talking about and how Ilora reacts to Zatara, as most Cardassians (in my worldbuilding) treat her with disgust due to the stigma surrounding her albinism.
Based on what you have said about Ilora’s personality and her being less xenophobic than most Cardassians, I imagine she would be friendly enough towards Zatara, which Zatara would in turn appreciate, but be suspicious of. She has no love for the Central Command; that, combined with her Obsidian Order training and naturally distrustful personality, would probably make her wary of Ilora, at least initially. Obviously its not completely out of the realm of possibility for Zatara to develop a fondness for a military member - just look at what happened with Damar - but I think due to her own xenophobia and internalized, complicated relationship with her physical and mental differences, she would probably always view Ilora as somewhat naive, though I think it’s very possible that she would warm to her anyway. She might pump her for information, but I don’t think she would kill her. And Zatara knows it would always be in her own best interest - and thus the best interest of Cardassia - to appear friendly and non-threatening to her own kind.
As for Damar, I assume by “froggy” you mean flirty? I am not familiar with the slang. But Zatara and Damar have an open relationship, within reason; you must remember that Damar was still married when he first took up with her. So, I would say that Ilora would probably be in the all clear, but she would be wise to get Zatara’s permission first. I mean, tragic accidents do happen, after all…
