Tolkien made hobbits like that on purpose to serve as an example for how he thought society should be.
Also, the reason their lifestyle appealed to him, and, I think, the reason it appeals to so many people now in the age of climate change and late-stage capitalism, is that it represents peace, simplicity, and having all your needs met in a safe and comfortable way. Living a boring little life in a beautiful place surrounded by loved ones and plentiful, good food is very appealing when you’ve known uncertainty and terror about the future; Tolkien was a WWI veteran.
