Section 31 should only ever have been some weird guy's pet project conducted from his garage. All the attempts after DS9 to establish it as a legitimately cool and sexy spy organisation didn't watch the DS9 episodes very well. Sure, "Section 31" is part of the original Starfleet charter, but that just means there was some loophole in the charter that some guy exploited so he could operate without oversight. In the first Section 31 episode we technically see some guys with Sloan when the holodeck thing is revealed, but there's nothing to suggest that those guys aren't holograms as well. The ONLY section 31 operative we ever actually meet is Sloan, the rest is just allusion and supposition. Of *course* Sloan wants everyone to think that Section 31 is a fully fledged organisation, and all star trek after this seems to have gone with that, but really.
